Functions of General Administration Department, Madhya Pradesh Government

The rules of executive business classify and distribute work among various Departments of the State Govt. in the secretariat. The works allotted to General Administration Department are as follows -

  1. Matters relating to Indian Administrative Services.
  2. Matters relating to Madhya Pradesh Administrative Services.
  3. Initial appointments to and determination of service conditions of Madhya Pradesh Judicial Services.
  4. Coordination of All India Services and related matters.
  5. Service Matters of Honourable judges of the High Court.
  6. Civil List (IAS and BAS).
  7. Laying down rules which affect Public Service.
  8. Leave.
  9. Departmental Exams.
  10. Conduct Rules of Government Servant.
  11. BPSC.
  12. Creation and reorganization of Division, District and Sub division.
  13. Advisory role with respect to public service and training.
  14. Establishment matters and training of IAS and BAS.
  15. Coordination and advisory role with respect to development of service and service conditions of state level government employees.
  16. Coordination with UPSC and disposal of matters referred by UPSC.
  17. Appointment and Transfer of secretary, additional secretary, etc.
  18. Research relating public administration.
  19. Organisation and system related work.
  20. Work relating to appointment and conducting prescribed examination for Assistants, Private Assistants of the Secretariat and attached offices.
  21. Cadre Controlling of Madhya Pradesh secretariat services and Madhya Pradesh stenographer service.
  22. Research relating to administrative reforms.
  23. Appointment and establishment matters of Lokayukta.
  24. Prescribing timeframe for promotions.
  25. All Work relating to prescribing rules for reservation in appointment and promotion with respect to SC, ST and Backward Classes.
  26. Madhya Pradesh Administrative Tribunal.
  27. Madhya Pradesh Staff Selection Commission.
  28. BIPARD.
  29. RTI and related work.
  30. Appointment of CIC and IC.
  31. Backward Classes Commission.
  32. Most Backward classes commission.

The Department has been functioning under the overall charge of Principal Secretary (General Administration) who is presently assisted by one Additional Secretary, three Joint Secretary, three Deputy Secretary and other supporting officers and staff. Functionally, the Department is presently divided into twenty-two sections. Each section comprises of five to six Assistants and one Section Officer. An officer of the level of an Additional Secretary, Joint Secretary or Deputy Secretary is officer In-charge of one section or more than one section. The In-charge officers put up files to the secretary and in turn are assisted by officers of the level of Under Secretaries.

The Department of Personnel & Training is the coordinating agency of the Central Government in personnel matters, specially in respect of issues concerning recruitment, training, career development and staff welfare. The Department has been functioning under the charge of Secretary (Personnel) who is presently assisted by two Special Secretaries, one Additional Secretary, four Joint Secretaries and other supporting officers and staff. Functionally, the Department is presently divided into Ten divisions, each of which is headed by an officer of the level of Joint Secretary or above.
